Service Description: Maps created by the US federal government's Home Owners' Loan Corporation (HOLC) to supposedly inform banks of the risk of issuing home loans to potential home buyers in different neighborhoods in the country. The risk or "grade" of a neighborhood ranged from A (minimal risk) to D (highest risk), and was calculated based on the neighborhood's quality of housing, the recent history of sale and rent values, the racial and ethnic identity, and the social class of the residents. Due to the perceived risks of the lower grade neighborhoods, it is nearly impossible for residents in those areas to secure government loans to purchase homes. At the same time, African Americans and immigrants wishing to purchase home in higher grade neighborhoods were also prevented from doing so by the banks in fear that the "infiltration" of those groups in white neighborhoods will depress the property value and desirability of those neighborhoods.
