V1 index includes:
1. Percent of Population whose income in the past 12 months is below poverty level
2. Percent of Population with No Health Insurance Coverage
3. Percent of Population 25 Years and Over whose Highest Education Completed is Less Than High School
4. Percent of Households that Have No Computer
5. Percent of Population in Dependent Age Groups (under 18 and 65+)
6. Percent of population who is foreign born
7. Percent of Population Age 5+ Who Only Speak English at Home
8. Percent of Renter Households for whom Gross Rent (Contract Rent Plus Tenant-Paid Utilities) is 30.0 Percent or More of Household Income
9. Percent of Owner Households with Mortgages whose Monthly Owner Costs are 30.0 Percent or More of Household Income
10. Percent of Owner Households without Mortgages whose Monthly Owner Costs are 30.0 Percent or More of Household Income
