This is a "factory" dataset for management via a web feature service and a versioned SDE Geodatabase on the CALFIRE EGIS Enterprise GIS platform.
This comprehensive point layer of communities within California identifies Communities at Risk, Firewise Communities, and communities that have completed Community Wildfire Protection Plans. The point data were compiled by combining the Geographic Names Information System (GNIS) extract of Populated Places (June 1, 2014 extract) with Communities At Risk (from comatrisk11_1) that were not already represented in the GNIS database. Actual CAR locations may vary between the two datasets because the GNIS dataset was used as the master for the point locations, so they are not always the same as the comatrisk data locations. Communities falling within incorporated boundaries are noted in the attribute table.
CALFIRE reviews CWPPs to determine the communities that are included in a plan. CWPPs may be prepared by individual or groups of communities, neighborhoods, watersheds or other defined regions, by counties and by CAL FIRE Units, and must meet the minimum requirements which include collaborative development, prioritized hazardous fuel reduction, recommendations for reducing ignitability of structures, and approval signatures by local government officials, local fire chiefs and CAL FIRE. In the most recent update (2011) If an entire county or Unit publishes a CWPP then all communities within that county were flagged, but efforts are being made to determine whether some of the larger, incorporated communities within those counties are actually part of a county or Unit-wide CWPP. CWPP dates are included in the database. If the plan did not include a day of the month than the first of the month was used.
Online data on Communities at Risk and Community Wildfire Protection Plans can be found through the California Fire Alliance, and at the Firewise USA website.The wildfire lessons learned website (wildfirelessons.net) is currently the informal repository for Community Wildfire Protection Plans in California. It is not an official forum for CWPP approval or authentication, but provides agencies and stakeholders with a consolidated CWPP resource list and helps build a more comprehensive view of CWPP planning and collaboration throughout the state.CWPPs can be viewed at: http://wildfirelessons.net/home.(search for "CWPP").
Communities recognized under the Firewise Communities/USA program are flagged in the "Firewise" attribute with the date that they were recognized according to http://submissions.nfpa.org/firewise/fw_communities_list.php. The number of communities listed in on the Firewise web site may not be consistent with this database because community names by be represented differently. For example, in some cases national list may combine two communities like Banner Mountain/Yankee Hill, while this database shows those as two separate communities. Communities that have submitted applications to CAL FIRE are recognized as Firewise communities. If the community was a Firewise community but did not renew their application there is an attribute to indicate it is inactive.
Population was added from the census 2010 (cenPL2010_11_1_1). Only communities that have a PLACEFP10 identification in the census were given population numbers.
Communities that are located inside of incorporated boundaries are labeled in the "IncorpCity" attribute with the name of the incorporated city boundary that the point falls within.
