The American Rescue Plan Act (ARPA) is a COVID-19 recovery package of programming to stimulate the economy and provide relief from COVID-19 related harm. The Fairfax County ARPA Recovery Index shows a composite index across Health, Economic and Education indicators. Individual indicators were ranked into 5 classes using natural breaks and given a score of 1 to 5, with 5 being the most vulnerable (shown in dark blue on the maps). The individual indicators were combined, using equal weighting. Information on zip codes, Supervisor districts, Hispanic ethnicity, and race are provided for reference and are not included in the index or sub-index calculations.
COVID-19 Vulnerability Index scores, case rates, and Low-income worker job loss rates were obtained from the Fairfax County COVID-19 Vulnerability Index that included more indicators than the CDC SVI. Difficult Development Areas and Qualified Census Tract data points were obtained from the Department of Housing and Urban Development (HUD). Other socioeconomic indicators are from the American Community Survey (ACS), except for the Free and Reduced-Price Lunch data, which is from the Virginia Department of Education. The sources of the health variables are the ACS and the Centers for Disease Control and Prevention (CDC) Behavioral Risk Factor Surveillance System.
