The purpose for the creation of the dataset was to replace the multiple existing subwatershed boundaries. The various existing datasets had been created from different data sets, years and methodologies. This resulted in data geometry issues such as boundary overlaps and gaps.

All the main watershed were creating using this methodology with the exception the Frenchman's Bay and the waterfront zones. These were clipped and cleaned from the existing watershed boundaries.
