This dataset was created using ROW legal descriptions obtained from KE file documentation accessed through the ASLD OASIS Document Archive System.
ROW locations are not intended to be survey grade data and represent an approximate location only, suitable for general planning purposes only. All polygon locations are based on best available location information provided in each KE file documentation. In some cases, provided legal descriptions were incomplete/missing critical information, had recognizable errors and/or conflicting information, or did not appear to sync with provided reference datasets and/or imagery in the case of pipelines, transmission lines, fiber optic lines and roads. Difficulty in adapting legal descriptions from dates as far back as the 1890’s through the 1950s/60s, added additional complexity. Legal descriptions encapsulating more modern survey/location description standards were more easily converted, but still had inconsistencies and variances amongst the KE files. All efforts were made to standardize all the various types of ROWs, ages of ROWs, detail description level, type of reference data available (maps only, rough legal, etc), into a cohesive, reasonably spatially accurate polygon interpretation of the legal description information provided.
Any temporary KE files were not converted as directed by ASLD staff. Some KE files, when accessed through the OASIS Document Archive System, generated the following “Error” message: [ERROR: Digital lease documents are not yet available for this lease/permit. If paper lease documents are available for this lease/permit, they can be viewed at 1616 West Adams Phoenix, Arizona 85016 between 8:00 a.m. and 5:00 p.m. Monday through Friday.] In these cases, the ROW was mapped to the general Metes and Bounds (abbreviated M&Bs) legal location provided in the master spreadsheet of ROWs provided by ASLD at the beginning of the project – dated 5/16/2016, an updated version was provided on 7/21/2017.
Conversion Base Reference Datasets
As directed by ASLD, TSSW used the Bureau of Land Management GCDB dataset (2011) for township, range, section line data. In some isolated cases, the State of Arizona PLSS section line dataset (obtained from AZGeo – date: 2006) was used in cases where the GCDB was substantially off or appeared incorrect. This most often occurred in Navajo and Apache counties. For Maricopa County, it was requested that we use Maricopa County Department of Transportation (MCDOT) section corners, due to their increased accuracy. TSSW generated a section line grid from the MCDOT section corners and used this where available for Maricopa County.
For the ASLD created ROWs, we assume the 2011 GCDB was used as the reference base dataset.
Master ROW Spreadsheet (provided with feature class as supplemental deliverable)
As noted above, TSSW was provided from ASLD a comprehensive spreadsheet containing all ASLD ROWs recorded to that date. This spreadsheet, called Statewide_ROW_Inventory.xls, contained 24,883 records. This included various valid ROWs that had duplicate rows/records (LANDNUMs duplicated), temporary ROWs that were identified not to be converted to polygons, ROWs that had been previously converted by ASLD staff, and ROWs needing conversion.
This base spreadsheet was then used to create the project Master ROW Spreadsheet, used for project tracking, additional ROW information attribution such as ROW type and specified buffer width if available, QA/QC workflow tracking and most importantly, a COMMENT field containing important information about anomalies or difficulties encountered with ROWs during the conversion process. This spreadsheet is provided as a supplemental informational source, and can be easily joined to the feature class using the LANDNUM field to join.
ASLD Converted ROW Polygons
ASLD staff provided TSSW with a shapefile (containing 3291 records), and later an updated version (containing 3131 records), representing ROWs converted by ASLD staff. During the course of our conversion process, TSSW staff referenced these polygons as appropriate. In some cases, ASLD ROW polygons were re-created to better match adjacent converted ROWs, to correct a mapping error/inaccuracy, or reflect more current information found during the legal review process.
For all other ASLD converted ROW polygons, TSSW merged them into the final TSSW ROW feature class. All ASLD converted polygons are identified in the <EDIT_BY> field as “ASLD” . Only in cases of noticeable issues or discrepancies described above did TSSW staff alter any polygon geometries or attributes. Some issues with LANDNUM attribution typos were uncovered and corrected.
