Description: La Constitución Política de los Estado Unidos Mexicanos, en su artículo 27, dispone que las aguas nacionales y sus bienes inherentes son propiedad de la nación y que si explotación, uso o aprovechamiento se realizara a través de concesiones, de acuerdo con las reglas y condiciones establecidad en la Ley de Agua Nacionales (LAN) y su reglamento. La CONAGUA, cuenta con un sistema de concesiones y asignaciones de agua superficial y subterránea por la LAN, cuyo proceso implica la elaboración de títulos y la solicitud de su inscripción en el Registro Público de Derechos de Agua (REPDA) a efecto de otorgar seguridad jurídica a los particulaes a través de la inscripción oportuna y confiable de las concesiones, emitir la información estadística, asi como permitir la consulta pública. Esto tambien puede evitar o mitigar la sobreexplotación de acuíferos, disminuir la contaminación por descargas residuales a cuerpos de jurisdicción federal, custodiar las zonas federales y controlar la extracciñon de materiales pétros.
