Description: Data is derived from planning applications lodged under part III of the Planning and Development Act 2000 as revised. Applications for permission that include a residential element are extracted from the Advanced Planning Administration System (APAS) and included for monitoring. When a final grant issues (from either the planning authority or the board) or in the case of SDZ, or an extension of duration of permission applications, and a decision to grant is issued, the following methodology is used to track the build out of the residential element:To aid the surveying process each building is individually mapped and the type if unit, number of units and bedrooms within each building is recorded as attributes. If the permission granted alters, extends, or amends an existing permission it is assumed the latest permission will be built. As such the net change in quantum of development is recorded and any units altered or amended are marked as omitted. If an earlier permission is implemented when construction begins the omitted units are reinstated and the altering permission is omitted. Site visits are carried out by planning staff and development progress is recorded under the following 4 statuses: Permitted Not Commenced (Default used when units are being mapped) Under Construction (at a minimum foundations have to have been pulled before a unit can be classified as under construction, site clearance and infrastructure works do not result in a change in status) Completed (Units must be completed and ready for occupation (from an external inspection), if units appear completed but cannot be accessed, they remain as under construction. This can lead to small number of case where a permission has expired, and the units are substantially completed but are still being monitored for full completion. Omitted (used for altering and amending permissions or when a permission is not implement for any reason)Any site with multiple units is visited on a quarterly basis, one off units are visited at least twice a year. At the end of each quarter an attribute recording the quarter that a unit was completed in is updated. The monitoring system is updated from the inspection data and the number of each type of units Permitted Not Commenced, Under Construction, and Completed is updated. If a site has completed it is recorded as being completed, in some cases a permission cannot be completely implemented due to altering or amending permissions or site conditions in such cases a status of partially complete is recorded.Source: APAS, SDCC Planning Department field surveys.
