Description:
District 1 Lighting Risk for Roadway Segments - A custom python toolbox developed by JMT is used in ArcGIS Pro to determine a lighting risk score along roadway segments. The risk score is first calculated for roadway segments as determined by the following criteria: percent of nighttime crashes, percent of pedestrian and bicycle nighttime crashes, night-to-day crash rate ratio, nighttime crash density, and a nighttime crash rate, based on available crash data for 2015-2019. The initial short segments are then combined to form longer segments, with a risk score based on contributing segment risk scores weighted by length.  The number of daytime crashes, nighttime crashes, nighttime pedestrian and bicycle crashes, and total crashes are additionally attributed for the resulting segments. This layer is comprised of the long segments.

This countermeasure analysis result layer and JMT-managed source data layers are to be updated by JMT only upon request of District 1 stakeholders. Source datasets for the analysis include District 1 Signalized Intersections (produced by JMT with data provided by District 1), FDOT Roadways, AADT, On System, Interstates, Intersections; and Crash Data from 2015-2019. Note that the FDOT-managed source data used in the analysis was downloaded from FDOT's TDA website in file geodatabase format by JMT in May 2022; thus the currently displayed FDOT-managed layers may be out of sync with the analysis source data.
