Service Description: Approved October 12, 2012, the Western Solar Plan Record of Decision explicitly amended 89 BLM land use plans (including the Las Vegas Resource Management Plan) to designate various public lands across the six-state study area as solar energy zones (SEZ). These SEZs were identified as specific locations well suited for utility-scale production of solar energy. The Amargosa Valley SEZ was one of five SEZs designated in the Western Solar Plan ROD within Nevada. BLM subsequently requested public input on a Determination of National Environmental Policy Act Adequacy (DNA) for proceeding with competitive leasing within the Amargosa Valley SEZ. After review and consideration of the input received, the BLM finalized a DNA and on July 11, 2022 BLM approved a Decision Record for proceeding with competitive leasing. Over the span of about a year, the BLM received 15 utility scale solar energy development applications in the Amargosa Desert (in the vicinity of the Amargosa valley SEZ), an area with many resource constraints. After extensive coordination with agency partners regarding the resource constraints, the BLM released a strategy for considering renewable energy projects in the area that sought to both balance resource constraints and further the Administration’s priority of permitting 25 gigawatts by 2025 (July 13, 2022). In support of BLM’s strategy for the area, the BLM is competitively offering four parcels totaling 23,675 acres for utility-scale solar energy development in the Amargosa Desert in Nye County, Nevada. Two parcels in the Amargosa Valley SEZ will be offered for competitive leases, and two parcels outside the SEZ will be offered to determine preferred right-of-way applicants.
