An overlay spatially identifies distinctive values, risks or other factors that require management. The Noise Control Overlay has been prepared based on recommendations provided by the IHP in their decision report.
Summary of Data Collection (Data only):
The management of noise and vibration associated with transport (eg. aircrafts, railway etc.) and entertainment occurring within Wellington City is intrinsically linked to the quality of the environment surrounding those areas.
Noise ranks highly on the list of environmental pollutants. It can have an adverse effect on health and amenity values, can interfere with communication and can disturb peoples sleep and concentration. It is commonly identified as a nuisance and is the subject of frequent complaints received by council. Under the Resource Management Act 1991 (RMA), noise includes vibration.
The Noise Control Overlay in the PDP was created by the WCC District Plan team following the National Planning Standards. The boundaries were subsequently amended following the recommendation from the IHP.
