Service Description: This is the Wildfire hazard boundary, sourced from the Hawaii Wildfire Management Organization. This layer was utilized during the Risk Assessment portion of the Hawaii County Hazard Mitigation Plan update. Original Metadata: To help protect people and their property from potential catastrophic wildfire, the National Fire Plan directs funding to be provided for projects designed to reduce the fire risks to communities. A fundamental step in achieving this goal was the identification of communities that are at high risk of damage from wildfire. These high-risk communities identified within the wildland-urban interface, the area where homes and wildlands intermix, were published in the Federal Register in 2001. At the request of Congress, the Federal Register notice only listed those communities neighboring federal lands. The list represents the collaborative work of the 50 states and five federal agencies using a standardized process, whereby states were asked to submit all communities within their borders that met the criteria of a structure at high risk from wildfire. However, Hawaii’s has an extensive the list of Wildland-Urban Interface and at-risk communities that are not adjacent to Federal lands. The Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW) has created maps periodically since 2001 to reflect the communities at risk across the state. All developed communities at the time of each map were included, but often grouped together in ways that made sense to DOFAW fire managers on the ground addressing wildfire issues.

The original Hawaii CAR mapsintended to be used as a decision-support tool to assist with the prioritization of the National Fire Plan and other related projects across ownerships and jurisdictions throughout state of Hawaii.

These 2013 Hawaii CAR data were based off of Hawaii Wildfire Management Organization’s 2013 statewide Wildfire Hazard Assessment (WHA) which collected quantitative field data and qualitative firefighting capacity data of 36 hazard characteristics that contribute to wildland fire risk in subdivisions (visit hawaiiwildfire.org or email admin@hawaiiwildfire.org). DOFAW personnel reviewed the WHA and then made adjustments to better reflect consistency across CAR maps, which communicate risk based risk levels on staff experience.

These maps are a planning tool only. Since the nature of some hazards and risk are that they have the capacity to change rapidly and/or frequently, these maps do not guarantee that a community’s hazard level are the same now as they were when rated, nor do they guarantee a community’s level of risk or safety to be what is indicated on the map.

Note: Zone layer is something that DOFAW personnel included in 2013, but has since requested not to be used/displayed because it is no longer a relevant or usable feature.
