The North Carolina State and County Boundary vector polygon data provides location information for North Carolina State and County Boundary lines derived from the best available survey and/or Geographic Information System (GIS) data. Sources for information are the North Carolina Geodetic Survey (NCGS), NC Department of Transportation (NCDOT), United States Geological Survey (USGS), and field surveys conducted by licensed surveyors in North Carolina and neighboring states that have been approved and recorded in their respective counties. North Carolina Geodetic Survey assists counties on a cooperative basis (NC General Statute 153A-18) in defining and monumenting the location of uncertain or disputed boundaries as established by law. Some counties have completed boundary surveys for at least a portion of their county boundary. However, the majority of county boundaries have not been surveyed and are represented by the best currently available data from GIS sources, including NCDOT county maps (which originally came from the USGS) and updated county parcel maps.
These Municipal Boundaries datasets are based on the Powell Bill Program maps for the 2020-2021 fiscal year. Municipalities in North Carolina participating in the Powell Bill Program are required to submit to NCDOT on a regular basis. These datasets include incorporated municipalities in North Carolina that participate in the Powell Bill Program, and boundaries of municipalities which do not participate in the Powell Bill Program. Sources for the boundaries vary in scale and format as provided by the individual Municipalities.
Polygons depicting the various MPO and RPO boundaries, covering the entire state of North Carolina. Existing MPOs expanded their Metropolitan Planning Areas (MPAs) to include all territory in Census 2020 UZAs. All boundary adjustments are approved by the Governor(s) and submitted to the FHWA Division Office(s). The MPA boundaries include the entire UZA boundary identified in the 2020 decennial Census and the contiguous geographic area likely to become urbanized within 20 years. RPOs were created for transportation planning in rural North Carolina areas not within an MPO.

Refer to the 'County Boundary as Lines' to find out the source of the lines using the field attribute for 'DESC'. Most of the lines currently are from the DOT county maps which originally come from USGS but might have been updated by the county parcel maps.
State boundaries with the shore line cut in. The State Boundary with Detailed Shorelines database was created using TIGER/LINE 2011 shapefile data gathered from ESRI's Geography Network. The individual county shapefiles were processed into Arc/Info coverages and then appended together to create complete state coverages. RITA/BTS Hydrographic data was integrated to create detailed shorelines. The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. States and equivalent entities are the primary governmental divisions of the United States. In addition to the fifty States, the Census Bureau treats the District of Columbia, Puerto Rico, and each of the Island Areas (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands) as the statistical equivalents of States for the purpose of data presentation.
