The Metropolitan Planning Areas (MPA) represent the geographic areas for each of Maine's four Metropolitan Planning Organizations (MPO). Among these organizations are the Androscoggin Transportation Resource Center (ATRC), Bangor Area Comprehensive Transportation System (BACTS), Kittery Area Comprehensive Transportation Study (KACTS) and the Portland Area Comprehensive Transportation Committee (PACTS). These boundaries were approved and established in 2005.
“HCL_History_Nodes contains point locations on Maine’s public roads. (at intersections and/or town boundaries) determined to be High Crash Locations (HCLs). These HCLs are node locations where the critical rate factor (CRF) is at least 1.00 and at least 8 crashes occurred within the 3 year time period including the specified year and the two years prior. HCL_History_Nodes created by Maine Department of Transportation using CAS (Crash Analysis System) and query in TIDE (06 - 17).

Note regarding usage: These locations, together with the HCL link locations, are traditionally used in identifying and prioritizing capital safety projects on a statewide basis, but do not reflect all locations with opportunities for safety improvement. Likewise, not all HCLs reflect locations where infrastructure improvements would result in increased safety. Users are encouraged to use the most current data sources when conducting any localized or regional analysis. This data was created by Maine Department of Transportation using data from the Crash Analysis System (CAS) accessed through the MaineDOT data warehouse known as TIDE.

Changes to the network over time may have modified the geometric length of a link. Some high crash locations have had changes to the alignment and/or intersections that make them unlocatable in the current network. Other locations have had route name changes. All High Crash Locations were locatable on the network in the year in which the data was processed.
