Service Description: The General Plan is the official policy basis of the City Council to guide the private and public physical development of the community. It sets forth the Land Use Map and text of Goals and Objectives for seventeen topics or “elements”. The General Plan is required by state law and is updated at least every ten years. The General Plan is the vision of where and how the city should grow. It is adopted by resolution. The existing General Plan was adopted in 2016 and ratified by the voters. It does not change the zoning for property, but any new land use request must be consistent with the General Plan.
