Phase explanations:
Phase 1: This layer consists of grid cells that have the highest combination of public safety demand characteristics including: highest contiguous population density; state and federal highway road network segments with the highest traffic volume (commuter and freight); large correctional facilities; clusters of highest 911 call density; high profile/volume tourism/recreation areas. It also includes several urban cluster areas or county seats that are immediately contiguous to these strongest demand areas.
Phase 2: This layer consists of grid cells that have a higher combination of public safety demand characteristics including: proximity to highest contiguous population density; state and federal highway system with higher traffic volume; clusters of higher 911 call density;large correctional facilities, and high profile/volume recreation areas. It also includes several urban cluster areas or county seats that are immediately contiguous to these strong demand areas.
Phase 3: This layer consists of grid cells that have a high combination of public safety demand characteristics including: population density; proximity to high population areas; public safety and government operations density, such as county seats; state and federal highway system with high traffic volume and those that form connections to regional medical facilities and county seats or high volume recreation areas; clusters 911 call density; critical infrastructure including power plants, other correctional facilities, and high density recreation areas.
Phase 4: This layer consists of grid cells that have a significant combination of public safety demand characteristics including: population density; proximity to high population areas; public safety, health care, and school operations; state and federal highway system with significant traffic volume or that play an important connecting role between settled areas and other attractors; clustered industrial activity including active energy and mining areas, and recreation areas.
Phase 5: This layer consists of grid cells that have a moderate combination of public safety demand characteristics including: areas with population and/or addressed properties; some proximity to high population areas; clustered industrial activity including active energy and mining areas; state highways and federal aid eligible local roads with moderate traffic volume or that play an connecting role between settled areas and other attractors; recreation areas proximate to higher phased areas.
NOTE: Phase code of 6 indicates area has desired coverage areas that have not been selected for inclusion in Utah's terrestrial coverage objectives. Phase code of 0 also indicates an area that has not been selected for inclusion in Utah's terrestrial coverage objectives
