This highway outlines feature class is scale dependent: once the user zooms in past the "Town" level as set by the ArcGIS Online Map Viewer, the outlines will appear. The scale dependency serves two purposes: to preserve the colorized symbology of the Adopt-A-Highway feature class while viewing the map at a smaller scale, and to help the viewer to see distinctions in adoption statues of adjacent highway sections while viewing at a larger scale.
