Parcel layer contain overlapping polygon features to reflect more than one parcel located in same horizontal space (e.g. a condos having different APN but are located on top of each other). This overlapping is depicted by attribute field "AirSpace".

AirSpace 0: parcel on the ground

AirSpace 1: parcel on top of ground parcel

AirSpace 2: parcel on top of AirSpace 1 parcel

The AirSpace number is not a number of building story. It is possible that first and second stories have one APN (AirSpace 0) and third story have different APN (AirSpace 1).
