Description: This layer represents calculated vacant land parcels within the City of Pittsburgh. Vacant parcels are identified by integrating Allegheny County parcel assessment data with county parcel geometry. A parcel is classified as vacant when the Fair Market Building value equals zero.
This dataset also incorporates tax delinquency information, including the number of years delinquent, to support operational workflows, policy analysis, land banking, and neighborhood reinvestment strategies.
The layer is automatically refreshed through a scheduled ETL workflow using Python, ArcPy, and the URA PostgreSQL/PostGIS environment.
