The Fairfax County has assigned the feature TYPE except for Multi Story Garages which will be assigned by the data capture vendor. Multi-story parking garages structures will be captured and attributed as such. It is not the intent to capture attached garages. 1997:All buildings visible on the aerial photography are mapped. Some structures may obscure some building features and therefore not be completely captured. A detailed on the ground analysis of a site could produce updates to this data. All buildings that were greater than 200 square feet in area were captured. The updates capture all buildings that were see on the 2002 VGIN orthophotography with an image resolution of 1 foot per pixel. The draw symbol attribute was checked by plotting the features on the standard map product and ensuring the features appeared and were drawn correctly. The building type was checked by reviewing the zoning layer when the building type was not obvious. Attribute accuracy is maintained by Fairfax County, VA staff.</measDesc>

                <stepDesc>Step 1. The project was setup on softcopy photogrammetry workstations by the photogrammetric technician who created a separate project directory for the Fairfax County. The 2D planimetric data sets were first draped over the 2007 DTM surface and reviewed. If the surface does not yield accurate results, the surface should be draped over the newly created DTM surface so that the 3D element is reintroduced and the data is viewable in the SSK stereo environment. The technician will load the existing stereo pairs from the 2009 aerial photography. In orienting the models, the technician will select the project area he/she wants to start with and import the necessary imagery to the workstation. Relative and absolute orientation will be achieved by importing the orientation parameters from the customer supplied AT results. The software will import the stereopair and orient the workstation automatically. At this point, stereo model orientation is complete.</stepDesc>

Prior to the initiation of compilation, a data capture matrix was setup in MicroStation on the softcopy photogrammetric and data edit stations by the photogrammetric and edit team members who were assigned to the project. The setup of the project was based on the specifications set forth by Fairfax County. The SSK systems were programmed to support writing data to specific layers of the MicroStation design file.</stepDesc>

                <stepDesc>Step 2. The cartographic edit technician copied the datasets to a local workstation disk and began the edit process. When a major error (e.g., long segments of missing roads) was detected, it was documented and returned to compilation for correction. Minor errors detected (e.g., overshoots, undershoots, intersections not snapping, level and symbology errors) were manually corrected by the cartographic enhancement team. The separate files of collected planimetric data (delimited by the extents of each stereo model) were merged for the entire project area. The editor opened the project boundary file and verified that the planimetric data fully covered the required area. The editor runs an automated QC routine that was accessed in ArcInfo that created a CAD-readable file indicating the locations of dangles or other anomalies in the digital file. The editor inspected all of these flagged features against the orthoimagery and determined if the dangle was permissible, or performed the corrections directly. The editor further verified that no line features terminate at model boundaries, which would indicate that a portion of the feature was omitted during data collection. If necessary, omissions were reported to the photogrammetric technician who then re-set the affected model and collected missing data. The content of the digital file was verified to make certain that each feature was represented on the correct level in accordance with the feature capture table. The consistency of the content of the digital files was verified through completion of several global QC routines that checked consistency of line, text, and symbology elements. The editor repaired features that were not correctly snapped or where there were over or undershoots. The editor verified the integrity of the data in the third dimension by inspection in profile view to identify points or elements with an incorrect elevation value. The editor then performd a QC routine to locate elements in the digital files containing a zero elevation value. The team leader conductd a review of the work performed by the designated technician at least once per shift to verify that production satisfied the requirements of the scope of work. The team leader conducted an independent review of the corrected dataset prior to the start-up of conversion to ESRI GeoDatabase format. The data layers were further processed to remove added coding or labeling necessary to create the GeoDatabase deliverable. The CAD files were converted to ESRI personal GeoDatabase format. The datasets were tested to verify that the conversion routine to produce the final GeoDatabase format correctly converted all layers of the digital files. The photogrammetric team leader reviewed the results. Pertinent dates and additional information were assembled for the preparation of the required metadata. Based on database design requirements, ArcInfo automated routines were used to make certain of topologically correct data. The routines validated level representation and symbology, intersection processing, closed polygonal features, and closed road edges (where appropriate), as well as cleaning and building the final GeoDatabase. County staff inspectd the planimetric mapping and marked changes and/or omissions on digital files.                 <stepDesc>Process_Date: 1997-1998 The planimetric features were stereocompiled from the controlled set of 1''=660' scale photography. Each map feature was captured in a specific and consistent manner. All data is geo-referenced at the time of compilation, ensuring the integration of the photogrammetric models into the County Tax Map grid system. - Set the compilation model on analytical stereo plotters - Digitize planimetric features into a file - Translate the raw digitized data into APS (ASI's internal processing software) - Check for validation errors (i.e. arcs with only two points or invalid feature code/element type combinations and delete empty features such as annotation with no printable characters in the text string - Snap graphic features to other as necessary, offset features the required distances and break features with others. - Load all necessary models for a particular tile and extract all planimetric feature data within that tile's boundary - Tile is plotted at 1''=200' for manual edit checks. Plot is checked for correct capture of all required features types, missing features and mis-snapped linework and unsnapped linework. Attributes and annotation are placed on the check plot for entry into the database. - First graphic edit. All errors noted are corrected, attributes and annotation are placed, general topology check, building all polygons for the appropriate coverage's, check for dangles, redundant lines and duplicate or missing label points. - Second graphic edit. All polygon coverage's are rebuilt in batch mode with errors being flagged and text is generated from the attributes found on certain planimetric layers. - Translation. This is a two step process. First step transforms all graphic elements along with their associated attributes into ArcInfo format. The second step enters into Arcedit and performs build topology operations and joins as required for each coverage, removes pseudo nodes and copies the projection file to each coverage. - ArcInfo QC. Checks for the existence and validity of all required coverage's, proper item definitions, attributes with valid values and correct annotation sizes and subclass/level definitions. This also checks for data along the edges of the coverage to ensure that all data ties to the adjoining files both in location and in attribute values. - Color check plots are created of the tile with the full set of planimetric and topographic features. - Data is reviewed by on site quality control contractor, Engineering Systems. The quality control review combines both automated and manual checks. Automated checks of the coverage's to ensure that all coverage's existed with the correct data structure and that the attributes existed with valid data. Manual checks of the data included review of the information overlaid on the digital orthophotography to check for completeness and accuracy as per the specifications of the RFP - Add proposed building footprints from site plans submitted to Fairfax County GIS office. Digitize site plans and place minor transportation edges on appropriate layer and best fitting site plan on location from coordinates specified in the site plan. Use most current orthophotography if available to adjust location. - Heads up digitize building rooftops from 2002 Commonwealth of Virginia orthophotography or 2003 Fairfax County orthophotography. If buildings are no longer on the photography but still appear in the layer they are moved to the expired buildings layer and given an expiration date. Versioned editing is used to perform this process.</stepDesc>

The project was setup on softcopy photogrammetry workstations by a photogrammetric technician who created a separate project directory for the Fairfax County project. The 2D planimetric data sets were first draped over the 2007 DTM surface and reviewed. If the surface ded not yield accurate results, the surface was draped over the newly created DTM surface so that the 3D element is reintroduced and the data is viewable in the SSK stereo environment. The technician loaded the existing stereo pairs from the 2007 aerial photography. In orienting the models, the technician selected the project area he/she wanted to start with and imported the necessary imagery to the workstation. Relative and absolute orientation were achieved by importing the orientation parameters from the Fairfax supplied AT results. The software imports the stereopair and orient the workstation automatically. At this point, stereo model orientation is complete. The technician overlayed existing planimetric data. This review identified whether the existing data could be modified and updated or if any entirely new collection of features would deliver the best overall dataset. Prior to the initiation of compilation, a data capture matrix was setup in MicroStation on the softcopy photogrammetric and data edit stations by the photogrammetric and edit team members who were assigned to the project. The setup of the project was based on the specifications set forth by Fairfax County. The SSK systems were programmed to support writing data to specific layers of the MicroStation design file. The compilation setup was verified through collection and formatting of several test stereo models. The GeoDecisions team collected all planimetric feature data in 3D mode using softcopy photogrammetry. The photogrammetric technician collected features to be depicted as closed polygons (multi-addressable structures, bridges, tunnels, open water bodies, airports) and added a label point within each feature. As the technician completed each stereo model, the .DGN CAD file was given a unique name. The photogrammetric technician called up the adjacent stereo models and performed a preliminary edge match to determine that features tied across model boundaries and to make certain that no features are omitted. As progressive stereo models were compiled, the operator conducted ongoing checks for the X, Y, and Z coincidence between stereo models (sidelap and overlap) verifying that no vertical or horizontal shift occured at model boundaries. This was a visual examination that helped identify any offsets attributable to the AT adjustment. All vector data features were compiled in 3D with one digital file per stereo pair. This was to simplify the tracking of the project through production, and to eliminate the re-orientation of models. All features were digitized to the edge of the neat model, or project boundary. Polygons at the edge of the imagery extent were closed by the imagery extent, and line features will end and coincide with that extent. A text node wwas be placed in all polygon features. The completed file is then written to the appropriate network subdirectory. Southeastern quadrant only.</stepDesc>
