Description: For the WRC website, we used the 2020 version of Census Cartographic Boundary Files (1:500,000) for American Indian/Alaska Native Areas/Hawaiian Home Lands from this page: Cartographic Boundary Files (census.gov). We had a bit of debate about whether we should use that source or the original TIGER/Line Shapefiles found here: TIGER/Line Shapefiles (census.gov). We evaluated both carefully and found the differences between the two to be negligible for our purposes, and the generalized cartographic boundary files were the most efficient to work with.
We opted for the 2020 data in this iteration for WRC because we were also summarizing population and ACS data from the 2020 Census. We wanted to be consistent across all of our Census data products. We plan to update our data annually as updated Census polygons and ACS data become available.
Headwaters Economics intersected the census polygons with state boundaries to split the tribal areas into state portions. This was necessary for our purposes because our data summaries are done relative to other areas within the same state. We discussed this with people at the FS Office of Tribal Relations and BIA and got the OK to summarize data in this way. It was also through consultation with OTR and BIA that we were advised to:
• Merge Reservation and Off-Reservation Trust Lands for the same tribe when using the boundaries as summary units. We accomplished this by merging polygons on the NAME attribute. For the purposes of labeling, we combined text from multiple records in the NAMSLAD attribute (hence the labels like you show in your screen grab).
• Include all classes of tribal land designations, including Federal American Indian Reservations, Off-Reservation Trust Lands (ORTL), State American Indian Reservations, Hawaiian Home Lands (HHL), Alaska Native Village Statistical Areas (ANVSA), Oklahoma Tribal Statistical Areas (OTSA), State Designated Tribal Statistical Areas (SDTSA), Tribal Designated Statistical Areas (TDSA), American Indian Joint-Use Areas (AIJUA), and Joint-Use Oklahoma Tribal Statistical Areas. Your query on the AIANNHCE attribute limits the result to just the first two designations in that list.
