The Community Separators dataset represents the Open Space and Resource Conservation Scenic Resources Element 2.1 of the Sonoma County General Plan 2020 as adopted on September 23, 2008 by Resolution No. 08-0808 and General Plan Amendment 16-0283 approved by Ordinance 6170 on August 2, 2016. The General Plan Amendment rezoned certain properties, extending existing community separator and/or adding the SR (Scenic Resources -Community Separator) combining district as set forth in Exhibit A, and removing the SR (Scenic Resources - Community Separator) combining district as set forth in Exhibit B, of PRMD File No. ORD15-0003. In addition, the amendment rezoned certain properties, removing SR (Secenic Resources - Scenic Landscape Unit) combining district. Please refer to Resource - Quality (Data) -&amp;gt; Report -&amp;gt; Measure for additonal amendment details, Project ORD15-0003.

The community separators element assists in identifying areas that preserve the visual identities of communities by maintaining open space areas between cities and communities. These areas need to remain open or retain a rural character in order to avoid corridor-style urbanization. 

Therefore, the community separators function as rural open space to separate cities and other communities, contain urban development, and to provide city and community identity by providing visual relief from continuous urbanization. Although community separators are rural areas that have open space characteristics, many of these areas are also scenic. The lands within community separators are frequently subject to pressure for development because they are close to developed areas and major roads.

The community separators represent one of three scenic resources component categories of the Sonoma County General Plan 2020 Open Space and Resource Conservation Element. The other scenic resource categories are Scenic Corridors and Scenic Landscape Units. Figure OSRC-1illustrates designated scenic resource areas. 

The following 10 areas have been designated as Community Separators: Cloverdale/Healdsburg, Glen Ellen/Agua Caliente, Northeast Santa Rosa, Petaluma/Novato, Petaluma/Rohnert Park, Rohnert Park/Santa Rosa, Santa Rosa/Sebastopol, Sonoma, Windsor/Healdsburg , and Windsor/Larkfield/Santa Rosa. The intent of the plan is that policies, guidelines, and standards be clear and direct so that property owners and citizens may easily understand its provisions and how they apply to parcels of land as well as their cumulative impact on future environmental conditions and quality of life. The broad purpose of the Sonoma County General Plan is to express policies which will guide decisions on future growth, development, and conservation of resources through 2020 in a manner consistent with the goals and quality of life desired by the county's residents. Under State law many actions on private land development, such as specific plans, area plans, zoning, subdivisions, public agency projects and other decisions must be consistent with the general plan. The goals, objectives, and policies set forth in the plan will be applied in a manner to insure their constitutionality. Per Title 7, Division 1 of the Government Code of the State of California. Article 5, Section 65300 et seq, the County of Sonoma is required to adopt a comprehensive general plan to guide its future physical development. Therefore, as required by law, the 2020 Sonoma County General Plan was officially adopted on September 23, 2008.</idAbs>

Whereas, Ordinance 5003R and its voter approval protections will expire at the end of 2016, and Ordinance 5145R and its voter approval protections will expire at the end of 2018;and

 Longstanding greenbelt policies protecting open space and farmland between Sonoma County’s towns and cities were renewed for another 20 years.  More than 80 percent (81.1%) of Sonoma County voters cast a yes vote for Measure K. The measure protects 53,576 acres of designated community separators from being converted to shopping malls, resorts or housing tracts without a countywide vote of the people.

“This landslide victory shows that we are united in keeping our greenbelts here in Sonoma County,” said Teri Shore, Regional Director for Greenbelt Alliance in Santa Rosa, a leader in the Yes on Measure K campaign. “Measure K was supported by just about everyone.”

“By expanding the natural landscape and farmlands surrounding our livable urban communities, Sonoma County citizens added momentum to the work ahead of us to create climate resiliency and economic vitality that will ensure a healthy future for generations,” said Dee Swanhuyser, a Greenbelt Alliance board member.

Greenbelt Alliance also supported and helped pass Measure Q to renew the City of Cotati’s Urban Growth Boundary (UGB) for another 30 years to 2048. The UGB expires in 2018.

Community separators complement cities’ urban growth boundaries by safeguarding adjacent unincorporated open space and farm lands. It has enabled Sonoma County to hold back sprawl and prevented us from making the mistakes made in other parts of the Bay Area.

Measure K was endorsed by all five county supervisors, more than 250 community leaders, conservation groups, farmers, housing advocates, developers and businesses.  A diverse group signed the argument in favor of Measure K for the voters’ pamphlet: Greenbelt Alliance, Sonoma County Conservation Action, Sonoma County Farm Bureau, Katie Jackson of Jackson Family Wines, and Mike Wright of Wright Contracting. No opposition argument was filed.

Measure K costs taxpayers nothing as it is a policy measure and required only a simple majority to pass. It prevents rezoning of agricultural and rural residential lands to higher density or commercial uses without a countywide vote. 

Voter protections for Sonoma County’s community separators were set to expire in 2016. If they were not renewed, the county would have risked opening the door to new sprawl development. Beginning in 2014, Greenbelt Alliance dedicated nearly two years of organizing and outreach to advance and strengthen these essential greenbelt protection measures.

1) Per the use in the Sonoma County General Plan, the community separator dataset was created by the County of Sonoma, Open Space District and revised by the Permit and Resource Management Department (PRMD).  In 2001 (utilizing ArcView 3.2 software) scanned and digitized the creation of data per Board of Supervisor adopted 03/23/1989 General Plan hard copy maps.
2) rectified data to SCGISDB2.BASE.PAR_PARCELS exported on 07/03/2006 (internal PRMD reference only)
3) rectified data to SCGISDB2.BASE.PAR_PARCELS exported on 12/10/2007 (internal PRMD reference only) and incorporated revisions from General Plan 2020 adopted by Board of Supervisors on 09/23/2008

Misc. Edits/Modifications to dataset:
11/24/08: Corrected parcel 060-010-031, to add sliver of Community Separator in northeast corner. Community Separator had been deleted temporarily when this parcel was mistakenly considered within the City of SR.
