This layer was made by NatureScot for the Edinburgh Declaration on behalf of the Scottish Government to show the international signatories of the Edinburgh declaration on post 2020 global diversity framework from CoP15. The points were placed in the middle of the sea so as not to confuse potential analysis of signatories within countries, and so they would appear in the legend. The Edinburgh declaration "Setting out the aspirations and commitments of the Scottish Government, Edinburgh Process partners, and the wider subnational constituency of the Convention on Biological Diversity, in delivering for nature over the coming decade."
