The project development process is subject to many factors that can change the scopes, costs, or schedules of projects. They are typically less defined and do not have funding approval. They tend to be in a state of development during which stakeholder input can best be incorporated.</span></li><li><span style='font-family:inherit; box-sizing:border-box;'>Environmental and Design: Projects in these stages have funding approval for one or more phases.
